How to Turn an Ordinary Photo Into an Extraordinary Photo - Can this be done on GIMP?

Blurbomat has a nice post on how to jazz up your photos, the drawback is the whole post revolves around having Adobe Photoshop. Have you seen how much Photoshop costs? If you are trying to keep legal, which I am with my PowerBook, then you have GIMP installed, not a downloaded version of Photoshop.

So is it possible to recreate the Blurbomat post using open source applications, like GIMP and others? Ideally applications that go across-OS types.
